Hello Class,

As we recap over everything, we’ve learned throughout our tenure here at AMU the fog starts to dissipate from my memory in regards to the strengths and weaknesses found in our Homeland Security. It is no surprise that America has significantly increased their efforts of security after the terrorist attacks on September 11th, 2001. However the events afterwards have continued to show that security and aid efforts are a continuously learning process and no matter how much you plan for it until you’ve experienced it you will truly never be adequately prepared.

Strengths

Since its creation the Department of Homeland Security (DHS) has had its ups and downs however it has continued to show increasing improvement within every incident it occurs. The DHS has increased Federal government partnerships such as the Director of National Intelligence (DNI), Central Intelligence Agency (CNI), and the entire Intelligence Community (IC) (DHS, 2018). These increased partnerships have enabled the intercommunication between all IC agencies and effectively allowed them to provide enhanced intelligence efforts in deterring terrorist activities (DHS, 2018). The DHS as well has made significant efforts in providing a stronger presence in the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) in regard to counterterrorism efforts (DHS, 2018). DHS as well has focused on transferring their efforts on resources from Washington down to the state and local officials, these resources help them combat threats present in their communities and in return provide significant intelligence efforts (DHS, 2018).

Weaknesses

The DHS has made significant progress towards enabling the security and welfare of all Americans however, with all the improvements made there still are some weaknesses that lie within our homeland security agencies. As technology continues to improve rapidly and ungoverned so does the ability for cyber threats to present themselves. The first weaknesses that lies within the DHS is the fact that the Inspector General annotated some DHS headquarters are running significantly older software and operating systems on their computers (Welch, 2013). The fact that some computers throughout the DHS are running old operating systems can lead to drastic security violations and vulnerabilities for systems to become compromised. As well the Inspector General annotated that there were significant delays in verification methods that enabled certain users to obtain classified data (Welch, 2013). Throughout my tenure and more importantly in regards to my research topic I feel as though border security has continued to present itself with internal challenges. I believe that funding, resources, and intercommunication between all agencies continues to put a strain on border security especially with state, local, tribal, and territorial agencies (SLTT). I believe that often times the funding needed on border towns for law enforcement isn’t available and this becomes a significant disadvantage because if a community respects and likes law enforcement they’re more inclined to provide intelligence efforts to law officials.

Research Question

What is Homeland Security doing in regards to stopping Illegal immigration and securing the border?

Thesis

With increased security efforts the Department of Homeland Security has continued to provide new technological security equipment at the United States borders along with reformed border patrol efforts that help ensure illegal immigration is subdued.

The Department of Homeland Security had made big strides post 9/11. From that eye opening tragedy strength has emerged in several areas. One being the organizational structure that’s composed of both operational and support components. Great effort has been put into Management integration.

DHS has aimed to address crosscutting management. They’ve done this by the establishment and monitoring of integrated priorities and keeping them up to date. With each priority they’ve included goals, objectives, and measurable actions that they monitor on a monthly basis.

Another positive is intelligence collection and the plethora of options they have to collect said intelligence all because of their working relationships.

A weakness, one that I think will always be an issue is cyber security. So much of our infrastructure is held in the hands of the cyber world. While our technologies are advancing it’s something we have to stay ahead of. (GAO, 2019)

Another weakness I feel is our Border Security. The immense pressure officers must feel with high volume of travelers and goods that entering the country. Their decisions must be made quickly to facilitate the cross-border movements of many people who are legitimate travelers and billions of dollars in international trade.

When security is tightened it impeded the legitimate flow of desired people and goods. And with hardened aspect of the border, attention will shift to a softer target. The United States has made many efforts in reviving and measuring our borders efficiency and effectiveness and the answer I feel is balance that mitigates these dilemmas. That is difficult to achieve but holds key to the development a comprehensive border protection approach which is much easier said than done. (Hadel, 2010)

For my research question I will aim to better understand how the United States can better measure our borders safety and security? That being said my paper will follow the direction to evaluate border security’s current infrastructure, operations and possible solutions to mitigate risk. I know where I’m headed but it may take some simplifying on my part! Feel free to add possible ideas
